Horace Binney is an associate justice on the Supreme Court of Louisiana. He has authored several legal essays, including "The privilege of the writ of habeas corpus under the Constitution" and "A talk about the law." This book is his twenty-fifth book. This one is the second part of a two-part work on the privilege of the writ of habeas corpus under the Constitution. This work discusses and analyzes cases from 1871 to 1981. The first part, "The Privilege of the Writ of Habeas Corpus Under the Constitution," was published in 1883. This volume contains a discussion on how and when the privilege may be suspended.
